Article note: Uh... those are power _right of way_ in order to put _power lines_ in them. You know, the power lines that supply power to the neighborhoods, and also will start fires if disrupted?     Heh, as a friend pointed out reading this, apparently institutional memory is 9 years long (2012 piece about 2003 ice storms) “The utility also was criticized for its tree-trimming cycle…” but not 18 years long.
